The plan is modeled on the Tennessee Promise, which is a recently approved lottery-funded endowment to cover the first two years of community college. Van de Putte said her Texas Promise would require a $2 billion endowment. She said the state's "rainy day fund" could cover the initial costs. It was unclear if the proposal will attract serious support, but the lieutenant governor position is a powerful one in Texas.
